[Lumiera] Timecode widget and framerates

I have problems grasping how the time code is related to the timeline.

If these concepts are completely separate, we will have confusing
stuff like a time code widget showing a format that is separate
From whatever the cursor(s) in the timeline is using.

What I would like to have in every timeline is a framerate setting that
also determines what format the timecode widget will use.

This could perhaps be implemented such that the TC widget itself does
not handle its framerate settings, but instead rely on someone else to
tell it what format to use, e.g. widget->use_format(NTSC_DROP_FRAMES).

Of course this is separate from whatever framerate will actually be used
by any given bus.

Does this sound reasonable?

The TC widget will retain the functionality to change between
SMPTE/MinSec/Frames/Off in the same way it works in Ardour.
